I would guess it's more than just contingency planning, time of the year..
to put out contracts etc. for the next year so maybe decision point one for spending money. The alternative is to hedge some put out the contracts for landscaping and general maintenance, car fleet, rental fleet bids (I'm making all this up btw) so if you change your mind not too much has been spent then. the poop hits the fan when non-tenured profs are hired at which time you better know where you are going with this.
